SPRINGFIELD, Ill. — The state of Illinois is starting the process of laying off 2,600 employees to help balance the state budget. Gov. Pat Quinn says the layoff notices started going out Tuesday. They include 1,000 jobs at the Department of Corrections. Quinn isn’t saying how that will affect prisons around the state. The Democratic governor is also asking employees to take 12 unpaid furlough days as he tries to cut the state budget by an additional $1 billion. Illinois began the new budget year on July 1 without a spending plan in place.
