Timnetra Burruss

Timnetra Burruss is the Founder and Principal of The Evolution Collective LLC, a boutique consulting firm she launched after more than seventeen years in public service. Most recently, she served as Chief Deputy Commissioner of the nation’s highest-volume quasi-judicial tax tribunal, becoming the first woman appointed to the role in the agency’s history in 2023. 

In this position, Timnetra oversaw operations for a 170-person agency with a $24 million budget that adjudicates property tax valuation appeals. She led strategic reforms that modernized operations, improved efficiency, and strengthened organizational performance, while developing deep expertise in real estate valuation and taxation. 

A published author and sought-after presenter, Timnetra specializes in leadership, organizational strategy, government relations, and property tax matters. As an attorney, she brings a unique ability to align legal, policy, and operational objectives to drive meaningful organizational evolution for her clients. 

Timnetra is deeply committed to community service. She serves as a board member of CREW Chicago and the American Bar Association’s Real Property, Trust & Estate Section, founded a Girl Scout troop on Chicago’s South Side, and has served as an independent arbitrator for over a decade.
