DETROIT — Federal authorities have charged a Detroit man with conspiring to provide at least $6,000 to a City Council member in exchange for supporting a sludge-hauling contract.

DETROIT — Federal authorities have charged a Detroit man with conspiring to provide at least $6,000 to a City Council member in exchange for supporting a sludge-hauling contract. The council member is not named in a court document unsealed in federal court in Detroit. Rayford Jackson is due in court for arraignment and a guilty plea Monday afternoon. He told The Detroit News last week he planned to plead guilty. A message seeking comment was left with his lawyer. Jackson’s case is tied to a $47-million-a-year sludge contract awarded to Houston-based Synagro (SIN’-a-gro) Technologies in 2007. In January, Jim Rosendall, a Synagro representative, pleaded guilty to conspiracy and said he gave money and other gifts to a Detroit official and a council member. ______ Copyright 2009 Associated Press.
