The Cook County Board of Review announced the appointment of Timnetra Burruss as Chief Deputy Commissioner, the agency’s highest-ranking employee. The Cook County Board of Review is the highest-volume quasi-judicial agency in the nation. Burruss’ appointment is a historic milestone as she becomes the first woman to lead the agency.
“Timnetra Burruss joined my team over fifteen years ago and quickly demonstrated unwavering leadership,” said Board of Review Commissioner Larry Rogers, Jr. “It is an honor and reflection of her dedication to public service that she has been appointed as Chief Deputy Commissioner.”
In addition to overseeing the Board’s day-to-day activities, Burruss will ensure that the property tax appeal process is transparent and effective. She will also foster greater collaboration among all Cook County taxing bodies.

We are at an inflection point at the Board of Review, and I look forward to actively engaging employees of the Board in a way that empowers them to have an impact on the decisions and challenges we face. I have established a professional career that enables me to effectively apply my expertise in operations management, property tax policy, and leadership to continue to add value to the Board in this new role.”

I am confident that she will be a dedicated Chief Deputy Commissioner who will make significant efforts to promote the interests and concerns of taxpayers.”
Burruss, a longtime Chicagoan, is a highly respected attorney who has adjudicated and analyzed thousands of complex tax assessment and valuation appeals. She holds a bachelor’s degree from the University of Illinois at Urbana-Champaign, a master’s degree from Columbia College, a Juris Doctor from DePaul University College of Law, and a Master of Laws from the University of Illinois Chicago John Marshall School of Law.
She is a board member of Commercial Real Estate Women (CREW), a leader in American Bar Association Real Property Trust & Estate Section, and a member of the Black Women Lawyers’ Association.
