Chicago Police News Affairs Officer JoAnn Taylor says 28-year-old Martin "Angel" Vega was charged Sunday with one count of first degree murder and ordered held without bond. Officers say 67-year-old William Hallin went to an apartment building he owned in the Gage Park neighborhood to collect rent he was owed but got into a quarrel with Vega, who beat him until he was unconscious. Hallin’s burnt body was found Friday afternoon in the basement of the apartment house.
