A former U.S. Army veteran posted bond Wednesday and is free after being charged with official misconduct, criminal sexual assault and custodial sexual assault for allegedly forcing a 27-year-old female to perform oral sex on him.
A former U.S. Army veteran posted bond Wednesday and is free after being charged with official misconduct, criminal sexual assault and custodial sexual assault for allegedly forcing a 27-year-old female to perform oral sex on him. He posted 10 percent of his $125,000 bond set Wednesday by Cook County Circuit Court Judge Adam Bourgeois. According to the Cook County State’s Attorney office, Robert Rowels, 45, who has worked as a parole officer for the Illinois Department of Corrections since 2001, threatened to send the female parolee back to prison if she did not perform oral sex on him. The alleged incident occurred Jan. 6 inside Rowels’ state issued car. Prosecutors said this incident was not the first one. The first incident is said to have taken place between Nov. 26 and Dec. 23, according to Cook County prosecutors, who allege that Rowels sexually assaulted the woman at her South Side home after going there claiming he needed to verify her address. Authorities arrested Rowels Tuesday at his home in south suburban South Holland. Januari Smith, a spokeswoman for IDOC, said Rowels has been placed on paid administrative leave pending the outcome of this criminal case. Copyright 2010 Chicago Defender
