Lawmakers return to Springfield next week but Gov. Pat Quinn won’t say if he’ll sign a budget that delays the state’s pension contributions. Quinn said Friday that he’s "striving mightily" to avoid that. He says lawmakers need to borrow the money to make the contribution. But lawmakers have been cool to the borrowing idea and it would require at least some Republican support. Lawmakers are slated to return to Springfield next week to try to pass a budget. Illinois faces a $13 billion budget deficit. Lawmakers are trying to wrap up by May 31 because after that the Democrat-controlled Legislature will need Republican votes to pass a budget.
