New Illinois Gov. Pat Quinn says it will take "sacrifice" to fix a state budget deficit that could be as high as $9 billion. Quinn isn’t saying how he’ll do it, and he isn’t ruling out increasing the state income tax. Quinn insists he’ll have a "responsible" plan to address the budget problems he inherited from his predecessor, the ousted Rod Blagojevich. Quinn told reporters Thursday the state has to pay its bills and will have to tighten its belt to do it. But he provided no details. Quinn has been governor for one week, and he’s under pressure to right the state’s budget.
