Gov. Pat Quinn says his plan to make sure state government pays its bills every 30 days would end the practice of paying pharmacies, schools and others who count on state funding months late.
Quinn stumped at a grocery store pharmacy just outside Champaign for his proposed budget and its bill-paying provision. He was joined Tuesday by pharmacists, educators and others who say the state routinely pays them months behind schedule.
