MADISON, Wis. (AP) — A Milwaukee state representative erupted in anger and shouted an expletive during debate of a bill Tuesday that would expand a school voucher program. Democratic Rep. Jason Fields berated Republicans and members of his own party during debate of a GOP-backed measure that would eliminate an enrollment cap on the voucher program. The program allows Milwaukee public school students to attend private and religious schools at taxpayers’ expense. Fields, who is black, said lawmakers don’t understand what Milwaukee students go through. Directing his comments at the entire Assembly, Fields said, "You all are playing with black kids. You’re playing. Knock it off." He ended his comments by throwing down his microphone and shouting, "You all are full of (expletive)." The outburst led the Assembly to stop action for several minutes.
