SPRINGFIELD, Ill. – Top lawmakers say they’re making progress in budget talks with Gov. Pat Quinn.

House Republican Leader Tom Cross said they’re discussing a budget without the governor’s proposed 50 percent income tax increase and without the deep spending cuts that lawmakers have approved.

He didn’t explain how that would close a record-breaking $11.6 billion budget deficit.
