Lawmakers have approved a budget that falls billions of dollars short of covering government costs. Some lawmakers want the governor to figure out where to cut, and others want to add more money later. Gov. Pat Quinn rejects both options. He wants lawmakers to keep working on a better budget. State government can keep operating for now without a budget.
