SPRINGFIELD, Ill. — The Illinois Department of Transportation’s traffic safety division has picked a new site in Springfield. That means about 140 workers won’t have to move to southern Illinois. They’ll instead occupy new quarters in a building the state is buying on the city’s north side. State spokeswoman Alka Nayyar (AL’-kuh NEYE’-er) says the move will save the state $1.7 million a year. IDOT will pay rent, but it will go toward purchasing the building. The Environmental Protection Agency already is headquartered in the former factory. Former Gov.
