Gov. Pat Quinn is heading back to Springfield still insisting that he won’t accept a "half-baked" budget from lawmakers. Quinn told reporters in Chicago on Tuesday morning that if lawmakers send him their makeshift spending plan, it will be "thrown right back at them." He says if that happens, lawmakers will be looking at what he calls a "double overtime" session. But Quinn didn’t specifically say he would veto the budget lawmakers passed, which he says would require deep budget cuts.
