Pat Quinn is reviewing his prison system’s early release program after The Associated Press reported some inmates are serving less than three weeks of yearlong sentences. Quinn suspended the practice Sunday and called for a "top-to-bottom" review. His staff will scrutinize the unpublicized change in Corrections Department policy that awarded good-conduct time upfront and abandoned a requirement that inmates serve at least 61 days. The Associated Press reported that more than 850 inmates have been released from state prison early since September. The inmates never left state prison processing centers. Corrections said it saved money in transporting inmates to other prisons for short stints. But the policy outraged law enforcement officials when told about it by the AP.
