WASHINGTON — The father at the center of an international custody battle is lobbying Congress to pass legislation mandating the United States more aggressively help U.S. parents resolve such cases. David Goldman, who is seeking custody of his 9-year-old son Sean in Brazil, says changes are long overdue. He says there is a crisis with "our American children being taken abroad." At his side was Rep. Chris Smith, who announced legislation that would require better tracking of such cases. It also spells out actions that could be taken against countries with a pattern of not cooperating. Sean is being raised by his stepfather.
