CHICAGO (AP) – The city of Chicago is being sued by the family of an unarmed man shot to death by an off-duty police officer.
The lawsuit that also names the officer claims 28-year-old Marlon Horton was attempting to visit his girlfriend at a Chicago Housing Authority building in September 2013. He couldn’t contact the woman because of a powerless cellphone, and asked off-duty Chicago Police Officer Kenneth Walker and CHA security guard Shaquila Moore to call her. After they refused, they asked Horton to leave. As Horton did so, he urinated near the officer’s car, resulting in a confrontation and his death.
Attorney Jeffrey Granich said despite instructions by a 911 dispatcher, neither Walker or Moore assisted Horton as he bled to death.
The Independent Police Review Authority is investigating the shooting.
