In a decisive move to fill a key leadership vacancy, Dr. Kisha E. McCaskill has been appointed Cook County Commissioner for the 5th District. The selection, made by Illinois State Senator and Thornton Township Committeeman Napoleon Harris III alongside ten other Chicago and south suburban Democratic Committeemen, was announced last evening at South Suburban College in South Holland, Illinois.
The appointment comes following the vacancy left by Monica Gordon, who was elected Cook County Clerk in November 2024. After hearing presentations from five candidates, the committee overwhelmingly chose Dr. McCaskill, a seasoned Democratic organizer and former educator known for her leadership in community development.

A Trail of Leadership
Dr. McCaskill, the former Executive Director of the Harvey Park District, brings a wealth of experience and a deep commitment to public service. She holds a PhD in Public Administration and Organizational Leadership, a master’s degree in public service administration, and a bachelor’s degree in psychology and sociology, all from Western Illinois University. Her extensive resume also includes roles as an adjunct professor and community advocate.
Her dedication to the Southland region is further demonstrated through her active involvement in organizations such as Delta Sigma Theta Sorority, Inc., the Democratic Women of the Southland Region, and the South Suburban Region Black Chamber of Commerce & Industry. Dr. McCaskill is also a member of the Chicago Defender Women of Excellence Award Cohort.
A Community-Centered Vision
Upon accepting the role, Dr. McCaskill pledged her commitment to the residents of the 5th District. “I pledge myself to the residents of the 5th district. I understand the numerous challenges that people are currently battling. Moreover, I understand the positive impact that the government of Cook County has on the lives of residents,” she said.
Dr. McCaskill highlighted her readiness to join the Cook County Board of Commissioners under the leadership of President Toni Preckwinkle, stating her enthusiasm for collaborating with elected officials who have made strides in public health and safety.
Her appointment has drawn praise from her predecessors. Retired Commissioner Deborah Sims expressed confidence in McCaskill’s ability to lead, noting, “Dr. McCaskill has the tone, tenor, and experience necessary to serve the people of the 5th district. She is highly regarded and considered a best-in-class organizer in Cook County.”
Former Commissioner and current Cook County Clerk Monica Gordon echoed this sentiment, describing McCaskill as “one of the brightest and best event organizers in our area” with a deep understanding of Southland residents’ needs.

Dr. McCaskill’s appointment was marked by an immediate swearing-in ceremony, conducted by a lawyer representing Cook County. She expressed gratitude to Senator Harris and other key figures who supported her journey, including Chicago Alderman Anthony Beale, Rich Township Supervisor Calvin Jordan, publicist Sean Howard, and retired Commissioner Debra Sims.
