Administrator at juvy center wants outside security

CHICAGO (AP) _ The administrator at the Cook County Juvenile Temporary Detention Center is seeking to bypass a union contract and hire a temporary security firm to fill 175 vacancies.

U.S. District Judge John Nordberg on Wednesday ordered that lawyers for Earl Dunlap, the American Civil Liberties Union and Teamsters Local 714 return to court Thursday to discuss the issue.

On Wednesday, Dunlap testified at length to the urgency of temporarily filling vacancies on the night watch with the private firm. He also pointed out a need to move current, experienced counselors to day shifts.

A Teamsters attorney said he did not oppose the temporary hiring of a security firm. Cook County attorneys also did not oppose the request to bypass union rules to make the temporary hires.

The detention center has been under scrutiny because of a staff shortage and the alleged abuse of children held at the facility.
