The American Bar Association is opening its annual meeting in Chicago and one of the first panels is focusing on a problem that’s plagued not only Chicago but the rest of Illinois as well — corruption in government. The panel Thursday at the Hyatt Regency Hotel is billed as Hot Topics and Recent Developments in Public Corruption Investigations and Government Ethics. Leaders of the panel are well qualified. Abner Mikva is a former Illinois congressman, federal appeals judge and White House counsel. And Patrick Collins is the former federal prosecutor who led the corruption investigation of Gov.
